President, Commissioner, colleagues,
in the last decade, significant progress in Afghanistan has been made: millions of children go to school, infrastructures were built and despite the resistance of conservative powers women have far more rights than they did under the Taliban. The recently provisionally applied Cooperation Agreement on Partnership and Development will further strengthen the areas of human rights, particularly the rights of woman and children, and the rule of law.
However, the war in Afghanistan is returning. Again, the Taliban gains control and influence of parts of the country. With more violence on both sides, the number of civilian casualties is increasing. Judges, government officials, even mullahs are killed. Corruption and illicit drug trade are still uncontainable. Many people stopped looking at Afghanistan years ago – the typical fate of long living conflicts – but Afghanistan still remains at the bottom of the World Peace Index, together with Syria. The number of Afghan people in Europe is increasing rapidly.
Therefore the international community and the European Union in particular has to continue its engagement in Afghanistan to help rebuilding the country, developing its economy and fighting terrorism.
The progress already achieved is very fragile and its sustainment requires further reforms and continuing international support for security and stability in Afghanistan and the entire region.
